ROYAL PROCLAMATION No. 004-2025
Establishing the Code of Ethical Conduct for Government Officials and Employees
BY ORDER OF THE CROWN
To all who shall see these presents, greetings:
Know ye that in the interest of upholding the dignity, honor, and integrity of the public service, and to ensure the faithful performance of duty in accordance with the highest standards of morality, accountability, and good governance, We do hereby decree the following:
ARTICLE I – PURPOSE AND PRINCIPLES
1. This Proclamation shall serve as the foundation of ethical conduct for all government officials and employees, guiding their actions in the service of the realm and its people.
2. Government service is a public trust. All public servants shall be accountable to the people, act with utmost responsibility, and discharge their duties with integrity, impartiality, and loyalty to the Crown and the Constitution.
ARTICLE II – STANDARDS OF CONDUCT
All government officials and employees shall:
a. Uphold honesty and integrity in all public and private dealings;
b. Avoid conflicts of interest and disclose any personal interests that may affect the execution of official duties;
c. Refrain from using their position for personal gain or the benefit of relatives, allies, or associates;
d. Treat all individuals with respect, fairness, and dignity, regardless of status, rank, or affiliation;
e. Exercise prudence in the use of public resources and safeguard the assets of the state;
f. Maintain confidentiality of information entrusted to them in the performance of their duties, except when disclosure is required by law;
g. Report any unethical or unlawful conduct witnessed in the course of duty through proper channels.
ARTICLE III – ENFORCEMENT AND ACCOUNTABILITY
1. Violations of this Code shall be subject to investigation and appropriate disciplinary measures in accordance with the laws and institutions of the realm.
2. All departments, bureaus, and agencies of the government are hereby directed to institutionalize mechanisms that promote ethical awareness, reporting, and compliance.
ARTICLE IV – FINAL PROVISIONS
Let it be known that this Proclamation shall take full effect upon its issuance and shall be made known to all ranks and offices of government.
Let the word of this edict be spread far and wide, and let those in the service of the Crown take it to heart and uphold its spirit.
Given under Our Hand and Seal this twenty-second day of April in the year of our Lord two thousand and twenty-five, in the Royal Capital.
