Foreign policy of Curimae
Executive Order no. 1 s. 2026, issued January 17, 2026

Whereas, Curimae needs to ensure its beneficiaries' right to exist, which in turn ensures its own survival. We have to devise new methods of differentiating between governments and business organizations. The state is meant to be the ultimate authority or the final voice. That being the case, any decisions by non-state or non-government organizations must ultimately respect the decisions of the state and intergovernmental organizations.

Whereas, the well-being of the people and the environment are paramount considerations regardless of economic and political systems. The Royal Government of Curimae has to ensure that its foreign policy has ecological benefits.

Whereas, the 21st century is a century of decolonization, where societies around the globe restore precolonial aspects into their culture and restrict cultural aspects from countries that previously ruled over them in favor of the indigenous. The 21st century is also a century of seeking multipolarity, where the Earth has multiple so-called “great powers,” and no single country enjoys supremacy over the rest. However, we have to take note that the words “migrant” and “indigenous” are tremendously subjective, and there are no standard definitions for those words.

Fortunately, there are common factors differentiating “indigenous” and “migrant,” such as how the societies so concerned interact with parts of their surrounding environment not found elsewhere. For example, it can be considered “indigenous” when the culture so concerned becomes tailored or adapted to its surrounding ecology sufficiently that it has demonstrated an ability to thrive without having to seek the assistance or intervention of a distant outsider. The transition from “migrant” to “indigenous” is a lengthy process that takes generations of adjustments and adaptations to the surrounding environment.

Whereas, 21st-century Earthly human diplomacy and foreign policy start taking an interest in discussions of life and culture outside of the Earth, which includes but is not limited to extraterrestrial settlements, first contact with extraterrestrial cultures and societies, and the concept of metalaw, which is an emerging sector of law dealing with the conduct between cultures from different celestial bodies. Meanwhile, Curimae, due to its resource constraints, could only conduct foreign policy with Earth-based micronations. “Earth-based” in this includes the Earth proper, the Moon, and the International Space Station. Another class of artificial objects that might orbit the Earth proper is something called a space habitat or a space city, a close-knit megatructure designed for permanent habitation outside of a celestial body.

Wherefore, I, Genesis John Corvera Martinez, the Prime Minister of Curimae, do hereby issue—

Section 1. The Royal Government of Curimae may perform diplomacy or establish foreign relations, provided that the methods of the partnering state or multilateral organizations ensure at least the survival of the state. Curimae shall likewise respect the partnering party’s right to exist. While performing any diplomacy, Curimae has the duty to consider and ensure the well-being of the people and of the environment in the partnering party. Thus, international agreements between Curimae and the partnering party must respect ecological and societal conditions and limitations. Curimae or the partnering state or multilateral organization may veto or withdraw from agreements that appear to threaten or compromise the well-being of the people and of the environment.

Section 2. In economic and financial international matters, Curimae shall emphasize the survival and authority of the partner party and its citizens, and consider business or corporate interests a secondary issue. When Curimae spends resources or money on developing the partnering state or multilateral organization, it shall expect the self-sufficiency of the beneficiary. Contract obligations that appear to compromise or threaten the survival of the state or multilateral organization may be declared void, and the beneficiaries so concerned have no duty to entertain such obligations. The state and the people shall have ultimate authority over the markets.

Section 3. The Royal Government of Curimae shall take part in decolonial movements across the globe to revitalize or restore indigenous movements. Curimae, itself located in Asia–Pacific, shall describe world issues from an Asian or an Austronesian perspective. When conducting deals with foreign governments or multilateral organizations, Curimae shall consider the deals’ implications on the affected lands’ indigenous cultures or societies. Deals by Curimae in foreign states shall give way to or comply with the indigenous traditions and values in the lands where the deals are conducted. Indigenous cultural interests are primary, while global interests and institutions shall be secondary.

Section 4. This foreign policy of Curuimae applies to planet Earth and habitable celestial bodies or structures that orbit this planet.
